Bend, OR-As a result of annexation of the Urban Growth Boundary (UGB) by the city of Bend, the Deschutes County Rural Fire Protection District #2 (DCRFPD #2) board of directors lost three long time members. Vern Bartley (14 years service), Wally Smith (8 years service), and L. David Taylor ( 5 years service) were all residents of the UGB. Effective July 1, 1999 all three were required to relinquish their positions since only residents or taxpayers of the district can serve on the board. These three men have served the district well through some of its most challenging times. During their tenure a new agreement with the city of Bend to provide fire protection to the district was reached. They also oversaw a replacement of the fire department's entire fleet. Just this year, an agreement with the city of Bend was reached that transferred capital assets to the district. This arrangement was instrumental for starting construction of three new stations and remodeling two others.

Harold Ashford and Kent Haarberg were elected to two of the vacant board positions while Roy Beckwith was appointed to fill Wally Smith's unexpired term. Both Haarberg and Beckwith have served on the DCRFPD 92 budget committee for a number of years, while Ashford served on the station location committee for the district and has 15 years experience with other boards. Thus, each will be able to step into the board position with a background of knowledge on the district. All three new board members officially assumed their positions on July 1, 1999.
