 Position Description

 Title: Community Risk and Engagement Manager

Exempt/Non-Exempt: Exempt

Reports To: Chief Executive Officer (CEO)

Pay Grade/Range $50,000-$65,000 (DOE)

Position Type: Part-Time (20 hours per week)
 

Position Summary

The Community Risk & Engagement Manager is responsible for developing, coordinating, and implementing programs and initiatives that reduce community risk and enhance public engagement in support of the district’s mission, goals, and strategic priorities. This non-sworn position focuses on wildfire prevention, Injury prevention, community education, public information, and partnership-building with local organizations, governmental agencies, and stakeholders. The position works closely with the CEO, Bend Fire and Rescue and the Board of Directors to advance organizational objectives and strengthen community relationships.

Essential Duties and Responsibilities

  • Develop, implement, and evaluate community risk reduction (CRR) strategies with an emphasis on wildfire prevention and mitigation and injury prevention.
  • Manage and coordinate the District’s Community Risk Reduction volunteer program, including recruitment, training, scheduling, and supervision.
  • Plan and execute public education campaigns related to fire and life safety, defensible space, wildfire preparedness, risk reduction and injury prevention.
  • Manage and maintain the district’s website and social media platforms; develop content to inform, educate, and engage the public.
  • Serve as a liaison to community groups, partner agencies, local governments, and stakeholder organizations to advance District goals and initiatives.
  • Coordinate outreach efforts including public events, workshops, and presentations.
  • Collaborate with regional, state, and federal partners on wildfire prevention initiatives and community resilience efforts.
  • Assist in the development and implementation of communication strategies that support District programs and services.
  • Monitor and analyze community risk data to inform program priorities and resource allocation.
  • Support grant research, writing, and administration related to wildfire mitigation, public education, and community risk reduction programs.
  • Work collaboratively with the CEO and Board of Directors to align programs with organizational goals and strategic priorities.
  • Prepare reports, presentations, and updates for leadership, the Board, and the public.
  • Ensure consistency of messaging and branding across all public-facing communications.
  • Perform other related duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of wildfire policy, prevention strategies, and mitigation practices, particularly in the wildland-urban interface.
  • Strong understanding of community risk reduction principles and public education strategies.
  • Demonstrated ability to engage diverse audiences and build effective relationships with community partners.
  • Proficiency in website management, social media platforms, and common computer software applications.
  • Strong written and verbal communication skills, including public speaking and presentation abilities.
  • Ability to work independently, manage multiple priorities, and effectively organize time in a part-time role.
  • Skill in developing outreach materials and public information campaigns.
  • Ability to analyze data and use findings to guide program development.
  • Collaborative mindset with the ability to work effectively with executive leadership and elected officials.

Minimum Qualifications

  • Associate’s degree in general studies, communications, fire science, environmental studies, or a related field (or equivalent combination of education and experience).
  • Experience in wildfire prevention, community risk reduction, public outreach, or related field.
  • Experience managing or supporting community programs, volunteer coordination, or public engagement initiatives.
  • Experience with website content management systems and social media platforms.

Preferred Qualifications

  • Bachelor’s degree in public administration, communications, fire science, environmental studies, or a related field (or equivalent combination of education and experience).
  • Familiarity with Oregon wildfire policy, programs, and regulatory environment.
  • Experience working with or for a fire service organization, special district, local governments and regional wildfire prevention groups or associations.
  • Grant writing or program funding experience.
  • Knowledge of Firewise USA®, Ready, Set, Go!, or similar programs.

Working Conditions

  • Work is performed in both office and community settings, including attendance at meetings, events, and field visits.
  • Occasional evening or weekend work may be required to support community outreach activities.

Physical Requirements

  • Ability to sit, stand, and move for extended periods.
  • Ability to lift and carry materials up to 25 pounds.
